The Building & Zoning Department is responsible for enforcement of all Borough Codes and laws, except traffic, parking and criminal regulations, which are the jurisdiction of the Police Department.

The Building & Zoning Department reviews all plans and issues all permits and licenses, and inspects new construction, renovations, additions, and existing properties for compliance with the Borough codes.

Karyn Hyland, P.E., Director of Building and Zoning

Karyn

Karyn joined the Borough as the Director of Building and Zoning in June of 2016. Prior to that, she served as the Borough's engineering consultant since 2003. In her current role, as with her previous role, Karyn reviews project proposals and works with builders and the public to minimize disruptions to the community, both during construction and long-term. Karyn played a key role in the planning, grant writing, design and construction management of the Cultural District streetscape and utility burial, Plaza West Parking Lot, Maplewood Playground, pedestrian improvements and many other capital improvements. She works closely with the Borough Planner to insure that Borough Codes and Ordinances are consistent with the planning goals. Karyn has a B.S. in Civil Engineering from Widener University, is a licensed professional engineer and is a member of the Pennsylvania Association of Zoning Officials (PAAZO).


William F. “Bill” Fielder - Building Inspector, Code Enforcement Officer

Bill is responsible for performing building inspections, plan reviews, resolving property maintenance issues and other resident concerns. He brings over 30 years of construction and inspection experience including having served as the Code Enforcement Officer for Lower Salford Township 2004-2010, and prior to that as a third party municipal inspector for Metz Engineers. Bill resides in Perkasie with his family and two African Grey parrots.
