In March of 2025, the Borough Council of the Borough of Doylestown adopted its Comprehensive Plan. Such documents are municipal land use plans that help communities make decisions on priorities such as zoning, transportation improvements, and historic resource planning. The creation of the Borough's plan consisted of more than three years of work, including a widely distributed public survey, two general planning public workshops, topic-specific public workshops with industry specialists, over 30 public meetings, and thousands of volunteer hours.

One of the key themes listed in the Comprehensive Plan is that of a "Sustainable Community." Therefore, while working on the Comprehensive Plan, the Borough also began the creation of a Climate Action Plan. Such plans help prioritize sustainability, aiding municipalities in identifying sources of greenhouse gas emissions and developing steps to reduce them. In creating such a plan, the Borough opted to adopt it as an amendment to the Comprehensive Plan, combining the goals of the two documents. Following multiple public meetings and a public comment period, the Borough Council of the Borough of Doylestown adopted the Climate Action Plan as an amendment to the Comprehensive Plan in March of 2026.
