Det Ansinn, Council President

Contact Information

Det Ansinn is a graduate of Central Bucks West and Drexel University. Mr. Ansinn and his wife Bridget both grew up here and now are raising their three children in the borough. Choosing to stay close to home, he founded several successful technology companies that have created well-paying local jobs. Mr. Ansinn was elected to Council President in 2008. In addition to his role as Council President, Mr. Ansinn is actively engaged in the community and is also Past President of the Bucks County Free Library and currently sits
on the Bucks County Open Space Review Board.

Marlene Pray

Marlene is a 15 year resident of Doylestown who lives with her family in Ward 1 of the Borough. She is an Education and Training Consultant and has over 20 years of professional, community, non-profit management and board leadership with extensive experience in community organizing, health & wellness, environmental education, human rights, sexuality education, governance and social justice. She holds a Masters Degree in Education and is a PhD candidate at Widener University and received her BA in Community Studies at the University of California, Santa Cruz. 

Marlene’s service on boards of directors includes CB Cares, Bucks County Housing Group, Morning Glory Children Preschool, Community Action Against Racism and Answer at Rutgers University. She is the recipient of awards for education and advocacy from Central Bucks Chamber of Commerce, Bucks County Peace Center, Association of Planned Parenthood Leaders in Education, and New Hope Celebrates. In addition to overseeing numerous initiatives for HIV prevention and healthy youth development, Marlene helped launch the Bucks County Partnership for Healthy Teens and Youth 4 Unity, a Teen Task Force after school program at Lenape Middle School. She founded the Central Bucks Holistic Moms Network and the Rainbow Room, Bucks County’s only center for lesbian/gay/bisexual/transgender youth and allies, located in Doylestown Borough.

Marlene chairs the Community and Government Affairs Committee and serves on the Zoning & Planning, Environment & Recreation and Public Works committees.

David Laustsen

David Laustsen is a graduate of Northwestern University  and earned a Juris Doctor degree from Temple University School of Law.  He is a former State Representative/Senator in South Dakota, where he served on the Local Government Study Commission.  He was a member of the Pennsylvania Navigation Commission of the River Delaware.  Formerly a consultant to the Pennsylvania Crime Commission, he served as president of the Investigative Roundtable on Organized Crime, a national law enforcement training conference for prosecutors, investigators and intelligence analysts.

David's law office is in Doylestown Borough.  His practice concentrates on debtor/creditor matters.
David and Jean Laustsen have lived in the borough since 1987.

Dennis McCauley

In 2008 Dennis completed a 27-year career as a police officer in Abington, where he rose through the ranks to become a division commander. During his police service Dennis led drug enforcement, community policing and Internet Safety efforts and was responsible for managing the police department's substantial budget. Dennis holds a Bachelor's Degree in Management from LaSalle University and a Master's Degree in Criminal Justice Administration from Villanova University. He has also served as an adjunct professor at Delaware Valley College.

Dennis joined Council in January, 2010. He currently chairs the Public Safety Committee and serves on the Zoning and Planning Committee and the Personnel Committee. Dennis is a member of the County Theater and the Doylestown Historical Society. He lives on North Clinton Street with his wife Sheilagh and three children.

Elnora 'Noni' West

Noni (Elnora) West was raised in Doylestown attending both Lenape and Central Bucks High School (before East or South). As a Marketing & Advertising Executive with major firms in New York, Los Angeles and Boston, she has over 30 years of experience in strategic planning and the practical application of technology for communications.  Currently she is a Strategic Planner for the Bucks County Council on Alcoholism and Drug Dependence.  Noni was elected to Borough Council in November 2009.  She chairs the Water Utility Committee and serves on the Finance and Environment & Recreation Committees.

Susan Madian

Susan Madian has a varied background including over 25 years of fiscal management, 15 years of which were in an architectural firm and her own construction management company.  As Deputy Director of the Colorado State Housing Division, she oversaw the low-income housing and weatherization programs and developed the State Housing Plan.  Currently she serves on the national board of two non-profits dedicated to ending the stigma of mental illness and providing information and support to children with mental illness and their families.  Both her Bachelor’s and Master’s degrees are in Social Work.
Susan was elected to Borough Council in November 2009.  She chairs the Zoning and Planning Committee and serves on the Finance and Water Utility Committees.

Joan Doyle

Joan Doyle was elected to borough council in November 2007, after being appointed to and serving on the Doylestown Revitalization Board, for five years.  Joan served as chair of borough council’s Public Safety Committee and Zoning & Planning Committee.  She has also been a member of the Finance & Police Pension, Public Works/Administration and Recreation & Environment Committees.
On the Revitalization Board, Joan chaired its Economic Development Committee and also served on the Communications Committee, often writing articles for the Borough Bulletin.
A resident of Doylestown Borough since April 2001, Joan was born and raised in New York.  She moved to Doylestown with more than thirty years of experience in public service, both in appointed and elected positions.  The first woman elected to the governing board of the Westchester County village of 20,000 people in which she raised her two sons, she also served there as a Police Commissioner.  Before being elected to the Board of Trustees, she was appointed to the Zoning Board of Appeals and served on it for five years, the last three as chair, and before that was elected District Clerk of a large school district.
She is active in the Doylestown Business & Community Alliance (DBCA) and served on its Board of Directors from 2008 until the end of December 2010. She is a member of the Doylestown Historical Society, James A. Michener Museum and the County Theater.  Since 2007, Joan has been a volunteer, with her rabbits, at Wesley Enhanced Living (formerly Heritage Towers) and Center Square Towers.
After a corporate and entrepreneurial career in marketing, communications, finance and business development, Joan became a Realtor when she moved to Doylestown.  She is also a freelance writer and a marketing/business consultant to small businesses.  Joan lives in a 112-year old Victorian twin home with her three cats and her pet rabbit.  She has two married sons and two grandchildren.

Don Berk

Don Berk is a communications consultant with an outstanding track record coaching, writing, consulting, and implementing spoken, graphic, and multimedia communication strategies for world-class companies in information technology, pharmaceutical, health, consumer packaged goods, publishing, and other industries. He is often asked to speak on communications or to facilitate groups, bringing people together to work toward a common goal regardless of their individual agendas.

Don chairs the Energy and Environment Committee and serves on the Public Works and Water Utility Committees. He and his wife, Ava, a local attorney, his two daughters, Emily, a student at the University of Maryland, and Julia, a student at CB West, and their dog, Molly are thrilled to call Doylestown their home.

Don is a committed fund raiser for various causes, a ride leader with the Central Bucks Bicycle Club, and is active with the Bucks County Sierra Club. He received his Bachelor of Science in Economics from Franklin & Marshall College and his M.A. in painting and video from New York University. 

Kevin Kelly

Kevin Kelly

Kevin Kelly is a graduate of The Pennsylvania State University. He is a Regional Sales Manager for a large food ingredient company. Kevin has over twenty years of sales experience with numerous awards earned for overachievement.


He has been a resident of Doylestown Borough since 2003 residing in Lantern Hill Development along with his wife Khesha, two year old son Aidan, and long haired Chihuahua Chloe.  Kevin is a member of the Central Bucks YMCA along with the Doylestown Business Community Alliance. He will serve on the Water Utility, Zoning & Planning, Public Safety and Finance & Police Pension Committees.

Mayor White and her husband Lou have lived in Doylestown since 1964.  She is a graduate of West Chester University, PA, with a degree in Music Education.  She taught elementary school vocal music in Harford County, Maryland, for five years.  In 1979 she received her masters in Counseling Education from Lehigh University, and was a school counselor in the Souderton Area School District from 1979 to 1985.

She became involved in local politics in 2000, and helped form the Doylestown Democrats in 2001.  She was elected mayor in 2005, and re-elected in 2009.

Mayor White attends all meetings of the Doylestown Borough Council, and gives a monthly Mayor’s Report, which is available on the borough website.  She also attends monthly meetings of the Public Safety Committee, the Doylestown Revitalization Board, and the Council of SEPA (formerly Bucks County Council on Alcohol and Drug Dependency).  As civilian head of the Doylestown Police Department, the mayor works closely with the department.  Public safety for the borough is her main concern, as well as the well-being of its senior citizens, and ordinances that enhance and protect the borough.

In 2006 the mayor initiated “Doylestown and Green”, with the purpose of keeping the downtown sidewalks cleaner.  Volunteers from Lenape Middle School and CB West High School pick up trash and sweep the sidewalks on the second and fourth Saturdays of the month, during spring, summer and fall. Their efforts make a big difference in the attractiveness of downtown Doylestown.  Along with the hanging flower baskets project supported by the borough and DBCA, they make Doylestown a place of exceptional charm.
