PUBLIC COMMENT PERIOD FOR POLLUTANT REDUCTION PLAN
Doylestown Borough is currently under coverage of an NPDES MS4 General Permit. The permit is required to allow the discharge of stormwater from the Borough storm sewer system to surface waters of the Commonwealth. The permit expires March 15, 2018. In order to maintain coverage of the Borough storm sewer system, renewal of the permit is required by submission of the Notice of Intent (NOI), which is due September 16, 2017. Doylestown Borough is within impaired watersheds. The impairment, as listed in the 2014 Pennsylvania Integrated Water Quality Monitoring and Assessment Report, is caused by excessive nutrients and sediment. Therefore, the Borough must implement a Pollutant Reduction Plan (PRP) for discharges to waters impaired by nutrients and/or sediment. The Borough must develop and submit the PRP with the NOI. Among other information the PRP must include documentation that public participation measures were completed, and the selection of potential BMPs proposed to meet pollutant loading reductions within the permit period of 5 years.
The PRP includes the following options for BMPs:
A draft of the Pollutant Reduction Plan is available here and the map is available here. This draft is available for public review and comment. Written comments will be accepted until August 21, 2017 and the PRP will be discussed publically at the August 21, 2017 Borough Council Meeting. Comments can be emailed to Karyn Hyland, firstname.lastname@example.org, or sent to Doylestown Borough Hall.
