Council Considers Revised Borough Animal Ordinances

Two months ago, motivated by the desire to better protect the Borough’s pet population while shielding residents from animal nuisances, Council’s Community and Governmental Affairs Committee, with the assistance of the Borough Solicitor, undertook a review of Chapter 2 of the Borough Code of Ordinances regarding animals. The review included two public meetings attended by representatives of the Humane Society, the Doylestown Dog Park Committee, local animal trainers, and interested members of the general public.

Besides generally reorganizing the chapter, the proposed ordinance revisions:

 1. define animal cruelty and make it illegal;

 2. create standards for owned cats that run at large to protect public health;

 3. create standards for the humane tethering and leashing of dogs;

 4. modernize protocols for the impoundment of animals; and

 5. refine standards for animal defecation and for the disposal of animal feces.
