The Fire Marshal acts as a liaison with the Fire Company and other emergency services agencies. The Fire Marshal also coordinates fire prevention pre-planning with the Building Inspector for new buildings and changes of use, and facilitates investigative responses by the County Fire Marshal’s office for fire incidents in the Borough.

David Cell serves as the Borough Fire Marshal on a part-time basis. He has over 25 year of emergency services experience and serves full-time for the Philadelphia Zoo as the Director of Public Safety and Emergency Management. In this role, Dave manages and administers the operations of the Zoo’s public safety and emergency preparedness initiatives with a team of 18 Public Safety Officers and 185 Zoo employees for approximately 1.3 million annual visitors. Dave and his team are responsible 24 hours a day, 7 days a week, for police/security services, emergency medical responses, fire safety preparedness, occupational safety/health, visitor assistance, and the safekeeping of over 1200 rare and endangered animals. Dave characterizes the Zoo as a city within the city with all of the similar aspects of Municipal Public Safety safeguards combined within the Zoo’s 42-acre campus.
Dave is an active member with Doylestown Fire Company for the past 16 years and an EMT for Central Bucks Emergency Medical Services for the past 10 years. He has previously served in positions as a Doylestown Borough Fire Marshal/Code Officer, Bucks County Fire Marshal, Ivyland Borough Fire Chief, Bucks County Hazardous Materials Technician, Bucks County 911 Dispatcher and career Firefighter/EMT with the United States Navy. Dave is a certified Fire and Explosion Investigator with an A.A.S Degree in Fire Science from Montgomery County Community College as well as finalizing his B.S. degree in Emergency Services from Embry-Riddle University. He is looking forward to beginning his journey with completion of a Master’s Degree in Emergency and Disaster Management from American Public University.
Originally from Ivyland, PA, Dave resides in Doylestown Borough with his wife, Meghan, and four children ages 4-19. He enjoys many outdoor activities such gardening and skiing, and is an avid DIY’er for home projects.
